Terry Odell Browder Jr.
March 6, 1934 – November 17, 2018

Terry Odell Browder Jr. passed away peacefully at 84 years of age in the Village of the Hills, November 17, 2018. He was a "born on the island" Galvestonian. He joined the Navy at a young age where he served during the Korean conflict. In 1957 he married Elmae Boyd, and they since raised two daughters; Janie and Jill. After a period working in law enforcement with his local police department, he pursued a successful career in the insurance industry working his way up in management and also served as a lobbyist for the insurance industry with the Texas legislature. After retiring from Allstate, he worked a period as a consultant before devoting all his time to his passion for emergency management.

After retirement Terry and Elmae settled in the Hills, where Terry served on the Lake Travis Fire and Rescue for twelve years, the last ten of those years as Fire Commissioner President. During his tenure the district grew from a single volunteer fire station with two paid fire-fighters to an outfit of 125 professionals and five stations with state-of-the-art equipment.

For the last ten years Terry has been the Homeland Security Coordinator of The Hills, TX. He has worked on several projects for improvement of inter-agency communication between agencies in the greater Austin area. His latest project has been the establishment of the emergency war-room at Baylor Scott and White Medical Center in Lakeway, for effectively coordinating services between local agencies in the event of catastrophic incidents.

Terry is survived by his wife of 61 years, Elmae Boyd Browder, his daughters Janie Sheehan and Jill Nordahl, son-in-laws David Sheehan and Gunnar Nordahl, and grandsons Austin Sheehan, Charles Sheehan and Alexander Nordahl.

A Celebration of Life to be held on December 7, 2018 from 6-8pm at Weed-Corley-Fish, 411 Ranch Rd. 620 S. Lakeway, TX 78734

I cannot have but positive memories of working with and being a friend of Terry Browder. He loved being a public servant and supporting those initiatives that would better the entire community. I could always depend on Terry for anything, a true support that assisted me in so many ways. I will miss him dearly.

I and my husband Alan have very fond memories of Terry. We met in 1976 when Alan went from London to Houston with Brown and Root. Terry can't to find me in the hotel we were staying in. I was somewhat lost, not really knowing how Togo about finding schools or even a home. Terry andElmae stepped in......they were so very kind. Introduced us to all their friends and needless to say invited us to their parties!!!
Terry taught our son Ross the rudiments of diving. Ross took to this like a duck to water. He now dives all over the world.
Terry and Elma came to visit us in England with Jill and Janie, a very exciting time all round.
We often talk about our happy times together. Terry was a super guy quite larger than life.

My family and I have known Terry, Elmae and the girls for many years. We have shared many happy times and I will treasure the memories with the Browder family. He will be missed by all of his friends and there are many!

I'm sad to hear that Terry is no longer among us. He was a truly remarkable man in many ways, and always wanted to do the best possible for everyone he met. I remember him giving me many great experiences, and occasionally also some interesting challenges. All of which provide fond memories.

Candle

As an extended part of the family we were very lucky to get to know Terry during our visits from Norway to Texas. He always went out of his way to give us, and our little son Anton, the best possible "Texas-experience" - each and every time. From rodeo to visits at the local police station and fire department, to nice family dinners at christmas and easter. Our hearts goes out to Elmae, Janie and Jill with families, and we will truly miss Terry's presence the next time we come to see you all. Warm thoughts from Camilla, Arne and Anton

I am so sorry to hear about Terry. We lived right next door to the Browders and enjoyed their company very much. I will always remember when we had a skunk stuck on top of our flexible plastic top of the hot tub! Terry came over with a huge 2x4 and laid it across the tub, like a walkway. Finally after a few hours, the skunk made his way on the board and walked right off. I have too many more stories to tell. God Bless you Terry. Big hugs and prayers for Elmer and the girls.❤
